White toner laser heat transfer printing is done using special self weeding transfer papers, which allows you to print in full colour, onto Tshirts and other garments, without the need for contour cutting and weeding out.
While there are also self weeding transfer papers for CMYK laser heat transfer printing, these are only for solid colors. For full color self weeding transfers you would need a white toner laser printer.

This is a process probably best suited to personalization printing, although the equipment cost tends to be prohibitive for most small start up printers, who often opt for CMYK laser transfer printing and/or vinyl, inkjet transfer or sublimation printing.
There are some circumstances in which white toner laser transfer printing might be the best option for the job for bulk Tshirt printers or own brand garment printers, but in many cases screen printing, DTG or other processes would be better options.
